NTFS to FAT32 via PartitionMagic and Drive Image 2002 Explorer

I gather, from previous postings, that PartitionMagic 7.0 won't
convert NTFS to FAT32.

But:

Let's suppose my program files are on NTFS drive C. Using PM 7.0, I
create a parallel drive D, as a primary FAT32 partition, of the same
size as drive C.

Then, using Drive Image, I save an image of the NTFS drive to a third
partition. I open that image using Drive Image 2002's Image Explorer.
I restore folders, one at a time, from that image to drive D, the
FAT32 partition.

Then, using PM 7.0, I delete NTFS drive C. I reboot and ... does it
work? No. It was missing HIMEM.SYS, WIN.COM, and other basic files.

Question: could it be made to work?

Your question doesn't make sense. If your original boot drive was NTFS
then it was some version of NT (NT4, W2K, XP, etc.) It wouldn't have
those DOS files you mention.
