NTbackup cannot start

I have a Windows 2000 domain controller with all of the latest service
packs. The server is running various SQL based applications. It also has the
Veritas Remote Agent installed to backup to a remote device,

I would like to run ntbackup locally on this machine to create a local
system state backup. Ntbackup does not start or generate any errors-
nothing happens. The executable file is in the correct location and is the
correct size and date.

Any suggestions?

Virus infection? See what happens when booting into Safe Mode.
