I noticed that a file nscstiu_error.txt is created under c:/windows and it
is growing rapidly adding a textline
RawWriteData,len=4,data=1,7,0,1,0,err=8007001f
What is causing this?

A quick Google for that file seems to intimate that it's due to a virus or
malware infection. Update you virus scanner and run it. If you don't have
it, download and install MalwareBytes from here:
http://www.malwarebytes.org/mbam.php
Open it, check for updates to it, then run it.

That seemed to be the problem.
Symantec had detected it but could not clean it, just logged it.
F-Secure scanning revealed infected files and cleaned them.
Problem vanished.
