nothing loads on start up accept the background

i think somehow the windows system file was emptied in my
main user account in documents and settings. i can log on
to this limited account and everything loads like it is
supposed to, but when i sign on under my admin account,
the only thing that loads is my wallpaper, not any
programs, not my task bar. i have to control, alt,
delete, to be able to get up windows explorer. does
anyone know anyway i can fix this or obtain the default
files so that i can admin my computer again? thanks

right click on any part of you desktop screen and select ARRANGE ICONS BY,
in the next menu that open up, select SHOW DESKTOP ICONS.

right clicking my mouse doesnt even work. i am just
missing the system file in documents and settings. i cant
do anything except control, alt, delete crap. if someone
could send me a cope of their system folder that might
work unless there is another way
