Is there a way I can attach a note to a specific folder in outlook without
e-mailing it to myself?

You cannot attach a note to a folder. Are you saying you want to store a
message to yourself in a folder? Create a new message and ehrn finished,
instead of clicking Send. click File>Move to Folder and specify what folder
you want.
