I have a situation where the footer in Notepad (XP Pro)
will not place an empty line before printing the footer
information.

Playing with the 'margin' options and various "&"
combinations does not cahge the result. I have played with
trying to insert various control codes.

Does anyone know how to force a linefeed between the footer
and the text in Notepad.

Please :)

Notepad? Notepad as far as I know does not have the capability to
format headers and footers. If you have a question regarding your
word processor program, please post to the correct group.

You can specify that the date, file name, etc be shown in a header
and/or footer on each page when the file is printed. I don't think you
have enough control over formatting to do what OP wants.
