not registering as default mail client

I am trying to create envelopes and labels using my
outlook 2003 contacts. However, I am getting an error
message saying the current mail client can not support the
request. Currently, outlook express is the default mail
client. How do I set up outlook 2003 to be the defualt
mail client? It no longer asks me to set it as the default
client, and the box under tools -> options -> general -
"Make Outlook the default program for E-mail, Contacts,
Click to expand...
and Calender." is already checked. I have tried
unchecking, restarting program... and then checking again.

Suggestions?
