Not all records as requested

I have a record with several fields. Two of which are named "Comment" and
"Clinic":
I have a query with criteria in the "Clinic" field of <> "PROM":

If I leave the "Comment" field blank, I don't get all the records to
display as they should.

If I place anything in the comment field, then the correct records do display.

Why? This just began to happen after adding the <> "PROM" to the clinic
field.
Basically, if the clinic field has PROM in it, I don't want that record to
show, but do want other records to be displayed.

To retrieve the nulls as well as the values that are different from "PROM",
put this in the Criteria row under your field:
Is Null OR <> "PROM"
