Not all emails received

When I clicked on send/receive, it indicated there were 90 new emails. I
watched the progress and it indicated 90 emails were received - and in the
bottom right corner it indicated 90 new messages. However, my Inbox (which
was previously empty) only had 63 new messages and my Junk folder had 5. I
counted them and confirmed there were only 69 total emails in the Inbox and
Junk. Before I downloaded them, I logged into the Charter website and it
indicated that there were in 90 emails.

This is a new computer - and this problem has occurred everytime I've used
Windows Mail to check my email.
 
Did you look in all the other folders, including Deleted Items?
Which antivirus are you running? Some of them are not fully compatible
with Windows Mail.
 
Yes I did check all the other folders. I am using McAfee antivirus. I will
have to try shutting it off next time I download my email.
 
McAfee antivirus is among the top three troublemakers for Windows Mail.
Sometimes it takes a while before symptoms start showing up.
First of all, turn off email scanning in McAfee, although that is seldom sufficient.

If the problem continues, the only way you can prove or disprove that
McAfee is the culprit is to uninstall it, followed by using their debris removal tool:

Instead of switching to a different antivirus, another option is to upgrade
to Windows Live Mail (WLM), which is more resistant to the adverse effects

Even with WLM, you must disable email scanning in the antivirus,
