Not A Valid Win32 Application

I downloaded Service Pack 4 for network installation on
to my server. When I attempt to run the .exe from a
desktop I receive the same error, NOT A VALID WIN32
APPLICATION. I attempted to install WinZip 8.1 Free
Trial Version on to a desktop and I received the exact
same message. It seems like too much of a
coincidence.....what am I missing here?
