"Not a Valid Win32 Application" Error

A friend of mine is trying to install a freeware program called Auction
Submit. http://www.auctionsubmit.com/
When attempting to install she keeps getting the error message "Not a Valid
Win32 Application". I downloaded and installed it with no problem. We're
both running XP with SP1. She has re-downloaded with another browser with no
difference.
What is causing this error message and what should I do to get it to install
on her computer? Thanks in advance.

Tried that. We also downloaded it through two different browsers (IE &
Netscape 7). We attempted to install it in Safe Mode. We tried to install it
in Me/98/95 Compatibility Mode. The same error code pops up. But it installs
just fine on mine.
