non bulk emails going to bulk file

I have a couple of people in my address book who's emails go into my bulk
folder. Does anyone know why this is happening and how I can change it so
their emails go into my inbox?

There's no folder named "Bulk" in Outlook. If you mean they're being moved
to the "Junk E-mail" folder and you don't want that to happen, adjust the
Junk E-mail filter to make those people Safe Senders.
