Non admin user to change passwords

How can I allow a non-admin user to change passwords,
unlock accounts, etc..without installing Adminpk.msi on
their computer?
 
Yes, did that, but if the machine they log onto does not
have the adminpak installed, the MMC errors out...'cannot
find snap-in'...

the permission.
