No Wallpaper of Recycle Bin for New User

I have always used "Owner" as my only user and had no problems but my kids
wanted there own desktop settings so I set up two new users in addition to
the original Owner setup.

The two new users can not add wallpaper though they can change the color of
the desktop and the recycle bins don't work. The Owner setup still works
perfectly.

The new users are set up as administrators.

I would appreciate any thoughts or comments as to what I could have done
wrong.

I don't believe it is anything that you did wrong, but instead of making the
new users Administrators, try just creating them in the Users group. The
reason they might not be able to access or delete anything to the recycle bin
has to do with Permissions of that user. For example, theres a permission
that will let a user Delete files.

To add new users to a group:

Click Start, right-click My Computer; and scroll to where it says Manage
then click on that. Once the Computer Management window opens, under the
section System Tools, click Local Users and Groups. Then right-click the
Users folder and select "New User...".
-This is where you will type in the User Name, Full Name, Password, etc. You
only need to fill in the User Name and Password sections. In the bottom
section uncheck User Must Change Password at next logon, and check Password
never expires.

Once you created the user go back to Local Users and groups, and this time
click on the Groups folder. Then double click the Users group. Once that
window pops up click the Add tab at the bottom. At the Enter the object names
to select, just type in the User Name of the user you just created and then
click Ok the rest of the way out.

Jason,

Thank you very much for your detailed response. There is one problem - I
can only get as far as System Tools within the Computer Management window.
There is no choice for Local Users and Groups under System Tools. Maybe this
is part of the original problem. Any other ideas would be greatly
appreciated.
