IF I have a network, and at place "A" and a PC in
place "B" cane I conect to the internet to conect to the
place "A" network from the place "B" PC with out setting
up a VPN on one of the place "A" PC's?

Assuming you're trying to ask, "I have a PC in location A and a PC in
location B, can I connect the two via the Internet without setting up a
VPN?", then the answer is ...

You can - but you'd be insane to do so. Any computer exposed in this manner
is open to any passing hacker, cracker or just plain curious person.

Maybe if you could explain why you're wanting to do this we can help you
explore alternatives.

Sorry, you need a VPN or some means of making a secure connection. Just
opening PCs and networks up to the Internet is a really bad idea.

Sounds possible. What are you trying to accomplish specifically?
