no taskbar

how am I suppose to get my taskbar back? I can't perform
system restore thru safe mode. last known good
configuration wont work. cannot connect to the internet
either. I cannot back up my files since I cannot access
all my icons.

Check the taskbar settings in the control panel.
Possibly your "auto-hide" option is checked.
