no start up menu or any desktop icons

when i turn off my computer and turn it back on the only
thing that
will show up is the screen saver, no icons, start,etc. I
have to then
hold down,ctrl/alt/delete to bring up the windows task
manager, then I
have to go to processes and then I have to end task for
msmon32.exe

Can you please help me
