KB Article 257643 instructs how to set Permissions using
regedt32. What does it mean if in
HKEY_LOCAL_MACHINE\Software\Microsoft\Shared Tools the
subkey Proofing Tools does not exist?

My guess would be that the Proofing Tools were not installed. They are
an option and you can add them from the Office CD.
