No shutdown, only restart!

I have a Windows 2KPro IBM desktop that won't shutdown
when you choose 'shutdown', it will only restart. Any
suggestions?

Ray, how old is the IBM Desktop? Was Windows 2000 installed separately from
what came on the system?
 
I have the same problem. In my case, I formatted the hard
drive, and updated the BIOS to the latest version before
installing windows 2000. Any ideas?
