no secpol

ok am trying to run games useing Punkbuster but i need to change some security policies but for the life of me there is nothing in ADmin tools or system32 folder named secpol what do i do?????
 
There is no Secpol .msc in XP Home.

Doug Knox has written an app that lets you change security settings in XP
