no privileges for accessing connection properties

Hello,

I am getting the error "You do not have sufficient privileges for
accessing connection properties. Contact your administrator" when I right
click on my network connections and then hit properties. And I am the
administrator! I have gone over permissions and users and groups and what
not until I go blind and I can't see where this is denied. Can someone
please help me, this is driving me crazy..... It's happening both on my
laptop and my desktop computers, both of which were recently upgraded to
service pack 2. I am using Windows XP pro on the desktop and home on the
laptop.
 
Click Start, Run and enter GPEDIT.MSC Go to:

User Configuration, Administrative Templates, Network, Network Connections. In the right pane locate the entry for

Enable Windows 2000 Network Connections settings for Administrators.

Double click this entry and set it to Not Configured. If its already set at Not Configured, set it to Disabled, apply the change. Then change it back to Not Configured.
 
That didn't work, any other ideas?

Well, I uninstalled Service Pack 2 and I was once again able to access
connection properties... so much for service pack 2...
