No picture attached when i forward an email

Whenever I forward a picture attachment, the recipient does not get the
picture. All she gets is small red x on the side in the frame of the picture.

How can this be fixed?

Thank you for the help.
 
What version of outlook does SHE have...if not outlook then what does she use?
