no network connectivity

All,

I am working on a friends computer (XP SP2) that will not connect to the
internet (but it used to). He says no particular event preceded this
behavior except unplugging the machine and moving it to his new house. The
broadband signal, modem and cabling have all been ruled out as possible
culprits. I've moved the machine to my house and I get the same behavior.
The taskbar icon shows a yellow exclamation point and the mouseover says
'limited or no connectivity' and I get the dreaded 'cannot display page'
page in IE. The machine has an intergrated Intel 10\100 adapter, but I've
installed another working NIC card in an empty slot and still the same
behavior. It will not work in safe mode with networking either. I am trying
to figure out what to check next. Is there some setting in
IE/tools/options/advanced that got switched or something? I've also tried
disabling/enabling/repairing the connection with no luck. Repairing produces
the error about not being able to renew the IP address. I've also disabled
the firewal. Any ideas are greatly appreciated.

Have you tried to go to run and type cmd press enter. Type ipconfig press
enter. Type ipconfig /release press enter. Type ipconfig /renew press enter.
