No more administrative powers

Hello. I've had my laptop for a little over a year now, at for the first
couple months, everything worked fine..But now it seems I have no more
administrative powers. I'm the only account on the laptop however, and I've
never made any other accounts. Whenever I try to start a new program or do
anything with the administrator symbol on it, a message with the dreaded red
X pops up saying "The requested resource is in use." This is preventing me
from setting up newly downloaded programs, or doing things such as messing
with user accounts on control panel, because they all apparently need
administrative access. Does anybody know how I can fix this?

Is this a computer that you don't use very often? There are some
months missing between "first couple" and now.

The message "The requested resource is in use" says NOTHING about your
needing Admin privileges to do what you want to do, so that's not the
problem.
Does anybody know how I can fix this?

Someone smarter than I am will be along, I'm sure.

I use the laptop every single day. I'm not sure how it just randomly
happened. The requested resource thing ONLY pops up when I try doing
something that has the administrator logo by it. Also, I tried getting on a
game today that I haven't played in a long time, and it wouldn't load, and it
told me to get on the admin account.
