No longer the administrator

Hello

I'm the only user and Administrator of my PC.
My account is a administrator type.
Within the last couple months my computer gives me messages like, "This action may not be performed completely since you are not an administrator," when scanning my computer for cookies, virus'e, etc.
I encounter an error message indicating "cannot create file (C:\Windows\wininit.ini), access is denied.
I also encounter similar problems when attempting to download files and receive a similar message indicating I am not the administrator.
When I review the administrator, I still exist as administrator; however, no longer have priviledges creating ongoing difficulty....
Any suggestions?
