no local users and groups under computer management

I'm trying to create a power user login for my home pc
(winXP Home Edition, SP1). When I open computer management
under administrative tools, there are no "Local Users and
Groups" listed. I am using the administrator account to do
this. Anyone know why this listing is missing? Thanks for
any help.

There is no "Power Users" group in Windows XP Home.
Also, there is no "Local Users and Groups" section in Windows XP Home.

This article has in it the statements that:
"In Windows XP Home Edition, the Computer Management snap-in does not
display the Local Users and Groups node. The Local Users and Groups snap-in
cannot be added to a custom snap-in. This behavior is a limitation of
Windows XP Home Edition, and not a result of Simple File Sharing."
and
"The Power Users group is only available in Windows XP Professional."

This page might help you setup the Multiple Users you need/want:
