No Local Area Network icon in Networking and Dial Up Connection

I right click My Network Places and go to Properties and it gives me the
Network and Dial-Up Connections windows with the default Make New Connection.
Normally if no Network card is available or the drive is not recognized,
this will appear. I am on the same computer as this problem and obviously
talking with you.
I would like to make this computer a static IP address from a DHCP address.
I can not do so without the ability to check the properties of this icon
(Local Area Connection).
I tried to uninstall the drive and reinstall the driver in Device Manager
and still no luck.
This machine is in a lab that we use and they do not want to restart it. It
has been up for a few weeks possibly. The computer has been in this lab for
a few years. It has the updates for Windows, I included some system info for
you, if you need it.
Next week they will have a break and I will try to reboot to see if it
helps, I did think that once the driver was recognized, that it would
populate to the Network connectiosn window, but no dice. I closed out and
went back in through Control Panel and no luck.

Is the Network Connections service up and running? Does *ipconfig* and or
*netsh* still work?

You can switch from DHCP to static IP editing the registry.
