The instructions for using HD diagnostic programs and HD firmware
updates instructs the user to download the app, create an executable on
floppy disc and run the app from the floppy via DOS. I am assuming
they mean a 3.5" floppy.

If that is the case, how can one use these apps on a laptop that does
not have a 3.5" floppy? Is there a way to substitute the CD for the
floppy?

Sure, with burning software you can obtain a Floppy emulation boot
image. Then add your additional code and the resulting CD-R appears
to XP as a Bootable floppy. I use this type of setup frequently to run
a number of 'DOS' based utilities.
