No EULA

I have reformatted and when I attempt to reinstall win2k
it says there is no End User License Agreemenet (EULA) and
so I cant continue. I realise that there is a solution to
this problem on the website but i dont understand it. it
says to use a bootdisk eg.win98 and run WINNT.EXE, where
is this file and how do I run it? I only have the win95
bootdisk other than my win2k setup disks and it doesnt
seem to be on that.
