no email notification or rules in Outlook

How can I get Outlook to notify me when new email arrives? I can't get the
Rules feature to work either (I use it at work & know how to set up). I have
Verizon w/MSN and use Outlook. MSN alerts me to new email, but Outlook has
never done this. thanks
 
In 2003: Tools, Options, Preferences tab, Email Options, Advanced Email
Options, change Desktop Alert Settings.

No reply is necessary...not just to say thanks.
 
I've tried all that before, it is set to give me alerts, it just doesn't...I
wonder if it doesn't sycn properly, or my mail box set up.
