no e-mail account

I have a new laptop. I do not know how to set up an e-mail account. I get
this message as well as the other server meggase ref "STMT" server or
something similiar. i don't remember exactly the wording of the message.

the error message reads...

The connection to the server has failed. Account: 'mail.lyonline.co.uk',
Server: 'mail.lyonline.co.uk', Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 10061, Error Number: 0x800CCC0E
 
How can it be that someone with a Comcast email address is using
a UK mail server? Please explain the circumstances.
