No Downloads

I am unable to download from the internet, I have checked
the firewall that comes with windows XP and it is turned
off. Norton Antivirus is turned off, and my spy ware
program has been deleted as well as my cookie killer. All
this and I still can download programs from the net. I
can download Pictures, music and videos. No programs not
even WinZip. Help please.

Make sure that "enable downloads" is set to "enable"

go to control panel>security then click on custom level
And please turn your anti-virus back on
