No desktop icons or taskbar

I am running windows XP and I restored my computer to an
earlier time and when it rebooted only my background
picture shows up. No icons or taskbar. I don't even get
anything when I right click. Can ANYONE help me
please.....

Use the keyboard buttons if you have them,try my computer
or any others to get started.If you can get to my computer
get to control-panel,user accounts,create a new one,
reboot,enter new,see if all is present,the old user
account might be corrupt.
