no convert sub web option on right click FP2003

Hi there, thanks in advance.
FP 2003. I have read posts and help etc. I have followed these instructions.
Method 2: Use FrontPage 2003 to Convert a Folder to a Subsite
1. Start FrontPage 2003, click File, and then click Open Web.
2. In the Look In list, locate the Web that you want to open, and then click
Open.
3. In the Folder List, right-click the folder that you want to convert to a
subsite, and then click Convert to Web.

I have opened up the web and in web site right clicked the parent file I
wanted to turn into a sub web. ( i get , Open, open with, open in new window,
new from exisiting page, preview options...., cut copy ending with properties
on the bottom)

There is no convert to a sub web option for me to click , as per previous
discussions and above.
Just what am I doing wrong??

You can not convert a file (parent file), it must be a folder within the root of the web.

With your web open, create a folder and called it "test" without the quotes, then select the folder,
then right click and select convert to subsite.
