No Auto-Signature on .oft templates Outlook 2007

I am using .oft templates in Outlook 2007 and they are not being populated
with users auto signature. We are having to insert manually. Any idea why?
 
Its by design. I don't recall if there is a registry hack that adds them to
the template.
