No Add remove possibily for programs

Hello,

I do not have the option to add or remove installed
programs in my control panel.

I have got administrator rights, in de classical view of
the control panel the icon is missing and i the Category
View the programis not responding.

Does anyone have a hijnt how i can resolve this or do I
have to reinstall windiws xp?
