No Add new contact etc in title bar

When I open the contacts folder the only functions shown are: Organize,
Views, Slide Show and Burn. The Windows help page on managing contacts shows
in addition: E-mail, Add a Contact and Edit a Contact.

The OS was pre-installed by Dell.
How can I change the title bar to get this functionality.
 
Right click on an empty area of the Contacts window, select Properties, on the
Customize tab, select Contacts from the drop down list and check the Also
apply... checkbox.
 
With Contacts open, right-click in an open area of that screen, select
Customize This Folder, then change the template type to Contacts.
You should only have to do this once.
