No Access

My PC uses Windows XP pro SP1.
After installing the latest updates, i.e. 844105, 823710 en 822925,
When I try to open a program, by clicking on a quick- lauch icon or double
clicking on an icon on the desktop, I get the following error message:
"Unable to get access to the given device, path or file.
You may not h ave the required authority."
(the messages has been translated into english)
When I access the C:-drive e.g. through MyComputer or by starting cmd.exe
(Start / Run / cmd) and startup Explorer.exe, than I can use the desktop
icons again. But after a reboot the problem is there again.
The entries in HKLM/Software/Microsoft/Windows/CurrentVersion/Run
are also not processed. Nor the entries in the StartUp folder.

In order to try and solve the problem, I have stepped back to a point before
the latest updates, but this did not help.
Also I have added security-rights to the files on my hard-drive, but again
no success.
What does help is log-off and log-on again (without rebooting).
It seems that the first log-on does not seem to get the correct
access-rights.
A strange affair, but does any one have any suggestions?

what happens in safe mode as the admin?

if no problems create a new user account and ditch your
damaged one.

the complaints about rights have disapeared, but don't ask me how this
happened.

do you think my local profile is damaged ???
when I reboot into my local admin-account, I have the same problem, i.e. now
only hklm/..../run is not processed.
how could my local admin profile become damaged, normally ?

when I create a new local user profile, by logging on as a test user, the
newly created profile funcitions correctly.
but hklm/...../run is supposed to be identical for all users, am I correct ?

I have also taken a registry from 4 weeks ago, and this has the same
problem.

any more ideas :-)))
