I am running Windows 7 and Outlook 2007 How can I set up a newsreader in
Outlook ???

You will need to install a newsreader. Outlook never has and probably never
will have NNTP (network news transfer protocol) support since corporations
are not clamoring for their employees to waste their worktime in newsgroups.

There are *lots* of NNTP clients available, many of which are free. A few
of them (some of which are no longer supported but still usable) are:
Windows Live Mail
Outlook Express
Thunderbird
XNews
40tude Dialog
XanaNews
MesNews
SuperGravity
Forte Agent

You could also buy an add-in to add NNTP support to Outlook. Newshound and
Mapilab's add-ins are not free. See:
