trying to subscribe to this news group (Discussions in Windowsxp
general) in outlook express , how do i go about doing this.

News server is: msnews.microsoft.com Newsgroup is
microsoft.public.windowsxp.general

Many ISPs have their own help section on how to do this as well as support
staff.
Here is one example:

What they don't tell you in their example is you have to be logged on to
their service (earthlink) to use their news server. Commonly available
usenet news servers, such as msnews.microsoft.com don't have this
prerequisite.

Many ISPs no longer have help links immediately available on their root
support page regarding news subcriptions and connections. You either have
to dig, use their chat service, or call them.
