From XP's Outlook Express, use file/export/messages, save to a location you
can access from the Vista installation. In Vista's Windows Mail, use
file/import/messages and point to the files in the previously saved
location.
Just be advised that windows mail in vista wont do http mail. So if you use
hotmail for instance, you will have to check it via an internet browser.

Thanks for the other shoe. I was aware of this feature but didn't know to do
it. I like the Microsoft community feature where all of the MS news group
are. I now have all of my news groups in Vista.
