Newsgroup access a problem

I am using Windows 98 with Outlook Express 6.

If I sign into Windows as an administrator I can use Outlook to access
newsgroups.

However, if I sign in as anything other than administrator, I can still
use my computer as normal, and even send mail under Outlook, however
newsgroup access does not work. Everytime I try to download a list of
newsgroups I am prompted for my username and password, which I enter,
yet the system gets stuck in an endless loop asking me again for
username and password...and again.

Any suggestions?

Try posting this in an Outlook Express news group - this is not one of them.
Outlook is a part of Microsoft Office and is what this group supports.
Outlook Express is a part of Internet Explorer and has its own news groups.
