my first thought was to have a giggle at what you wrote but then i remembered
i was on microsoft web site so im just smiling instead :)

Consumers and typical end users have no need nor do they want an overly
choked operating system that is geared for special or limited purpose.
They want a general-purpose OS and they don't want it choked to death.

There are plenty of security analyzers available to let you know how to
lockdown Windows. Microsoft has their own security analyzer. Belarc
has their Advisor utility (but some of their security settings are
incorrect). With such tools, you can also lockdown your copy of Windows
and do so to the point that it is unusable to you except for very
limited purposes - which is why gov't agencies want it (because they
then don't have to commission a contractor to produce embedded and
specific-purpose operating systems).

Of course, if you really wanted to lockdown your host, you don't stop at
just the OS. You also block any non-whitelisted applications; i.e.,
only authorized software is allowed to run.
