Is it supposed to? Instead of a shortcut menu, a programs might add an icon
to the control panel. Or, if an add-in, it will integrate with a larger
application.
If the program is supposed to have its own shortcut menu, try a refresh
(pressing F5). Or a restart. A restart shouldn't be required but some
installs make quite a few changes at that time. If still no luck, locate
the folder that the program was installed to. Find the main *.EXE file.
Right click on it and select Send To> Desktop as a Shortcut. You can drag
that shortcut to the start menu or to the Quick Launch bar if you'd like.
