newly created template opens as a document

I have created a template that I want to use as
stationary. I have saved it as a document template in the
template file. However, when I open this file to be used
as stationary, the template is editable.

Any suggestions on what I am doing wrong.

That's the way it's supposed to work. You create new documents based on the
template; they're supposed to be editable (unless they're protected forms).
I suspect that what you intended was letterhead stationery, but you didn't
put the letterhead in the header. See

Hi Deb,

You should use File>New and then select the template to use as the basis for
the new document.

Sounds like you are using File>Open instead.
