New Windows folders appearing

I am having a number of folders with names like "$ntUninstallQ331953$" appearing in my windows directory on a drive where I am running out of space. The file names are printed in blue, I don't know where they came from but they are taking up valuable space. Some of these folders use as much as 8 Mb. What are they? Can I get rid of them?

Those folders contain uninstall information for updates that were installed.
Personally I would not delete them just in case you decide you need to
uninstall an update sometime in the future.
