Just yesterday Outlook Express starting acting up where it opens every e-mail
clicked on in the preview panel in a new window. How do I stop this? It
wasn't doing it two days ago.

You are asking about "Outlook Express" in an "Outlook" group. The two
programs are very different, and have different support groups. You will
probably find more, and specific, expertise in an "Outlook Express" group,
such as:

Or, using a proper news reader:

news://msnews.microsoft.com/microsoft.public.outlookexpress.general
news://msnews.microsoft.com/microsoft.public.inetexplorer.ie6_outlookexpress

I don't use MSOE often enough to know all of the options. I thought there
was an option in either Views, or Tools, but I can't find anything.

Are you sure the Preview Pane is actually enabled? View | Layout | Show
Preview Pane. Check it.

Preview is enabled, however, once the e-mail is clicked on in the listing of
e-mails in the preview panel, it opens in a separate window. Before, it used
to open in a separate window only if double-clicked.

Control Panel | Tools | Folder Options | General. Is Single Click selected?

Control Panel | Mouse. Check your settings here. A fast double click setting
can do this too.

If all else fails, try a new identity.

You may have a damaged identity especially if it is the default Main
Identity. File | Identity | Add New Identity. Create a new one and test it.
If all is well, you can import your messages and Address Book from the old
identity and delete it.

If the mouse is moving while you single click it will open the message in a
new window. I hate that.
