With Windows XP you can run IIS for one site.
With a public address OR by using "port mapping"
on YOUR (specific to you) FIREWALL or NAT
you can route requests to the internal machine.
By using a service like dyndns.org you can register
your dynamic address (from many firewall devices
or if you use a Windows machine direct on the
Internet).
Ask specific questions and we will try to help you,
but these aren't really related to "Microsoft DNS".
You have to use a public Dynamic DNS to accomplish
what you seem to intend.
