This is when you use IE with the M$ front end. Or Mozilla.

Sounds like the only thing anyone will download is a virus.

Forgive me if I am wrong, but I take a lack of any description as to the
purpose of the link as a red flag.

I'd be interested in looking at a couple of the software items,
but the site doesn't work properly in my configuration of Opera or
MYIE2 so I can see no screenshots and the d/l links don't work.

Granted the site isn't well designed, but I had no problems downloading
some files using Opera 7.23. There are screenshots for the three
programs I chose to look at.

This is a textbook example of a badly designed site.

There is a menu triggered by a really tiny little icon at the top
left.

Some interesting software, but the site name stirred a bad memory,
confirmed on going there - hell to navigate, and I ended up in places
that only the back button seemed to make any progress from.

OpDNS looks interesting - selecting a DNS server IP could be handy for
testing alternative DNS servers, to see if you can access them for
when your rotten ISP ones are flakier than usual.
