New Profile

Recently we upgraded from Outlook 2000 to Outlook 2003 but hit a strange
problem. Whenever a new user logs in computer and try to create his outlook
profile he is not able to because the dialog box where you can select which
type or mail account such as Exchange, POP3 etc is completely grayed out.
You cannot select any of the options.

But if a user who already have profile in Outlook 2000 logs in it works fine
without any issue. It would be very helpful if anyone can point to some ideas
or why this is happening with upgrade.

Perhaps you applied the policy setting that prevents users from making their own profile changes?
